A patient forced to die on street
In the battle of political supremacy in the state, a patient lost his life, with no chance to say his final good bye to his loved ones. One Karka Bahadur Chetry, a 60 years old man who lost his life at Papu Nallah had been sick and was on his way back to his native place at Kimin from Rama Krishna Mission Hospital, Itanagar when the blockade proved fatal for him. They were made to wait for more than two hours and were not allowed to pass through even after several plead. “We had to wait for more than two hours. We requested them to let us pass but was not allowed,” informed his son who carried the body of his lifeless father, a man denied a dignity in death. Few of his relatives later had to carry his lifeless body, bundle in a blanket across the blockade as hundreds of people watched.

Raj Bhavan orders in violation of Constitution: HC

Guwahati/Itanagar, Dec 17: In a major blow to the prestige of the Raj Bhavan, the Gauhati High Court today kept in abeyance all decisions till Feb 2, including the removal of Arunachal Pradesh Assembly Speaker Nebam Rebia.
The court order came on a writ petition filed by the Speaker challenging the Dec 9 notification issued by the Governor advancing the Assembly session to December 16 from the scheduled day of January 14, 2016.
Coming down heavily on the notification issued by Governor J P Rajkhowa advancing the session, Justice Hrishikesh Roy observed that prima facie it was in violation of Art 174 and 175 of the Constitution dealing with convening of the session by the Governor and his message to House.
Issuing notice, Justice Hrishikesh Roy kept in abeyance the impugned decisions including the notification issued by the Deputy Speaker restoring the membership of 14 suspended MLAs and the holding of the "session" at a new place and also the decision taken at the "session" on Wednesday in which the Speaker was removed.
The judge allowed petitioner Kapil Sibal to implead the government of Arunachal Pradesh as a party respondent as he posted the case for next hearing on February 1 next year.
Sibal, while talking to reporters in Guwahati after the Court decision said that “Governor had taken one sided decision”, reports PTI.
Speaking to ATNS, Kalikho Pul, the projected Chief Ministerial candidate of the dissident Congress and BJP, said that the orders of the High Court would be challenged after he gets the copy of the orders. He termed the Tuki led Congress govt a minority.
What kind of government allows a highway to be blocked for seven hours, Pul asked as he accused the government of undermining the comfort and security of the people.
People are not safe in the hands of the government that resorts to violence, he said.
Pul said that Speaker was not fair in his handling of the case of MLAs who were forced to resign. “The Speaker never heard them so there was no scope of natural justice”, he said.
Pained Governor to appeal against the HC order
ITANAGAR, Dec 17: Governor of Arunachal Pradesh J P Rajkohwa has decided to appeal against the High Court Order for which legal options are under examination. After obtaining all relevant documents including the Writ petition filed and the copy of the Order of the Single Judge Bench, an appeal will be made, said a release from Raj Bhavan.
“Governor is extremely surprised to know from TV channels that a Single Judge Bench of Guwahati High Court Justice Hrishikesh Roy had issued a Stay Order staying the Order of the Governor (Dec 9 preponing the Legislative Assembly from Jan 14 to Dec 16) under Art. 174(1) of the Constitution of India and also other proceedings including removal of speaker Nabam Rebia by a resolution of 33 MLAs and asking for maintaining status quo ante, while the proceedings had already taken place much earlier and no confidence motion against Council of Ministers led by Nabam Tuki also passed well ahead of the Order passed by the Single Judge Bench, which reportedly took place much later on Dec 17, read the statement from the Raj Bhavan.
Justice H Roy has also cast aspersion on the Governor, of allegedly having taken side of a party, without going through records and materials available in the Governor`s secretariat, the release stated.

NAHARLAGUN, Dec 17: There was chaos in the streets of Naharlagun and Itanagar as pro Tuki and pro Pul camps took to the streets. Earlier, the Pul supporters, armed with bamboos and BJP flags were seen in large numbers near Papu Nallah. They dispersed but soon supporters of the government grouped blocking the National Highway near the Ave Maria/JCB showroom. Reportedly, the blockers carrying lathis were members of Arunachal Pradesh Youth Congress (APYC) and all vehicles plying had to stop creating huge traffic chaos. However, people were allowed to walk.
The blockade continued throughout the afternoon with slogan shouting and burning of tyres. The blockers refused to budge even with Magistrates DC Papum Pare, Tai Kaye and CEO, Talo Potom pacifying and reasoning with them. Large numbers of ITBP personnel were stationed at the spot to contain any untoward incident. The blockade was lifted around 7 pm, after the administration threatened to take action.

CM seeks President and Prime Minister’s intervention
ITANAGAR, Dec 17: Chief Minister Nabam Tuki has written to President Pranab Mukherjee and Prime Minister Narendra Modi on Wednesday seeking their intervention in the political crisis in Arunachal, “to uphold the ideals as enshrined in the Constitution”.
The state has witnessed unprecedented political activities after the Governor J P Rajkhowa issued orders calling for leghislative session on Dec 16 instead of notified Jan 14.
"As per the provisions of Article 174 of Constitution, the Governor can summon session of the Legislative Assembly only on the aid and advice of the Chief Minister and his Council of Ministers. On the contrary, the Governor, on the strength of Article 175(2) issues a message for summoning a session," the letter read.
“The Governor, not stopping by issuing this illegal order, also issues the agenda of the business to be transacted by selectively taking up pending business of removal of the Speaker to be chaired by the Deputy Speaker whereas the notice for removal of Deputy Speaker was submitted earlier to the Assembly secretariat," Tuki said.
The Chief Minister’s letters further added that "In utter violation of all norms and laid down procedures, the Deputy Speaker, who stands disqualified along with some legislators convenes the illegal session with the permission of the Governor, in a badminton court and passes resolution for removal of the Speaker,".

Kurung Kumey defeated Papum Pare by solitary goal to become champion. With just two minutes to go, Gyamar Kuku scored the winning goal bringing cheers to the supporters.
Papum Pare with 282 points won the overall Championship in the Games. Kurung Kumey with 191 points and Tirap (166 pts) came second and third respectively.
West Kameng with three gold medals emerged overall champion in men’s Boxing.

Cong protests on Arunachal issue, LS adjourned
New Delhi, Dec 17: Congress' attempt to raise the issue of political developments in Arunachal Pradesh led to the abrupt adjournment of the Lok Sabha on Thursday after the Speaker disallowed party leader Mallikarjun Kharge from raising the issue.
The adjournment followed noisy scenes when several BJP members protested against the practice of Congress members raising their issues after trying to disrupt the House, inviting vociferous protests from the opposition party.
Amid the protests, Kharge raised the issue of developments in Arunachal and was immediately disallowed with the Speaker observing that she had allowed the matter to be raised yesterday. Then, she abruptly adjourned the House for lunch recess.
However, Congress members, unlike the last three days, did not walk out and remained in the House in an apparent change of tactic.

ZPM urges Forest Dept to take measure
to stop wild animals from go stray
SEIJOSA, Dec 17: Additional Deputy Commissioner (ADC) of Seijosa TR Tapu appealed to the public of the area to adopt alternative source of livelihood instead of indulging in illegal timber trade, hunting and fishing.
Explaining in details about the negative effects of deforestation on environment in an awareness programme at GHSS, Seijosa yesterday, the ADC appealed to the members of the organizer to find alternative means of income generation for those poor villagers, who have involved themselves in such illegal activities as means of livelihood in compulsion.
Seijosa DFO T Tapi also called upon the people of the area not to destruct forest and forest resources for peaceful coexistence between men and wild animals. He appealed to all those involved in such illegal activities to control greed to make money and preserve the forest resources instead.
Informing about destruction of paddy fields, houses, killing of domestic animals by stray elephants and tigers from Pakke Wildlife Sanctuary, ZPM Pani Tayem urged the Forest Department for granting compensation to the affected villagers. He also urged the Department to take measures so that elephants, tigers and other wild animals do not stray into human habitation in search of food.
He was also strongly against the use of hazardous chemicals, poison, explosive materials for fishing and hunting. The ZPM stressed the need for organizing such public awareness campaign to make the people aware about the importance of protection and conservation of forests, wildlife and other forest resources.
The ZPM said that the Pakke Wildlife Sanctuary can be a source of income generation for the unemployed youth by engaging themselves in various tourism related activities.
Saying that maintaining ecosystem through conservation of flora and fauna ensures a rich and healthy environment and society, Nama Nabam, one of the senior members of the area, advised villagers to refrain from illegal felling of trees, fishing and hunting. He also advocated for imposing hefty fine against the wrong doers.
The awareness programme on deforestation was held under the chairmanship of Kocho Nampe, AGS, Arunachal Greenery Society.

Roing, Dec 17: Arunachal Pradesh emerged as winners in the National Level Tribal Scouts/Guides/Rovers/Rangers Meet 2015 which was held at the State Training Center of Hajaribagh, Jharkhand between Dec 10th to 14th, bringing much laurel to the state.
A team from Lower Dibang Valley district consisting of four scouts, Dukha Mimi, Hularu Mekola, Haki Meto and Aya Mili, and four guides, Jihu Mito, Yaami Meto, Umiya Lingi and Pipi Miso, represented Arunachal Pradesh in the event, in which 14 different states of India had taken part. The team was escorted and guided by DTO Somit Mena and Guide Captain of Government Primary School Intaya Anita Lingi.
The team won 10 prizes in the 11 different activities of the event that included competition in folk song, folk dance, food plaza, village fair & games, exhibitions, physical display, rangoli & wall painting, integration march, camp fire and youth forum. On the basis of overall performance, the organising committee and staff of the event declared the Arunachal Contingent as the best participant state in terms of their punctuality, discipline, performance and restless effort put in all of the activities of the event.
"Our traditional attire and other display of traditional song, dance, exhibition etc, had attracted a hoard of Jharkhand's local media too, making us very proud", informed Lingi.

Every time state witnesses political turmoil law and order problem breaks down. In the year 2011 too, Arunachal faced difficult time when internal fight between Congress MLAs came out open and into the street. For day’s state capital burned and one person lost his life. In the last two days, twin capital of Itanagar and Naharlagun has been virtually taken over by political goons and men in uniform. Everywhere there are either goons or police force. Dwellers of capital have been virtually put on house arrest.
It’s a shame that political parties be it Congress, BJP and dissident MLAs are using
goons in their political fight. Many youngsters are becoming volunteers and are engaging
in violent activities. They don’t fear law as powerful persons are backing them.
Politicians forget all the morality when it is matter of chair. Unfortunately our
youths just for the sake of little money becomes prey of politicians and resorts
to gundagiri. The present scenario clearly tells that all the MLAs have lost trust
of the people. They are resorting to all sort of unconstitutional activities and
truly speaking MLAs have lost respect of the people of Arunachal. Therefore keeping
this in mind fresh election should be held in the state. Political parties should
go back to people and seek fresh mandate. Whoever wins the election should form the
next government. In the interest of the people of Arunachal, Governor should dissolve
assembly and order for mid-

Dear Editor,
Noble laureate Mr. Kailash Satyarthi must be the applauded for the global recognition
of his selfless, dedicated efforts in securing safe childhood for millions of unfortunate,
helpless and defenseless children in India. His work may have been easier and better
organized now with international funding, political and administrative support.
But, I can well imagine what he had to endure at the earlier times when he started
this movement. People safeguarding the exploitative slave trade on kids are politically
powerful and are acutely obnoxious, politically and economically powerful and dangerous
to deal with. It is amazing to think how he survived their pressures and attacks
to carry this humanitarian work forward so successfully. Hats off to him for the
hardship he endured personally to make life better for millions of helpless children.
India being a huge country with a large human population represents an important
global stake in any social movement that is undertaken. I am sure that through Mr.
Satyarthi’s monumental struggle in India he will continue to address this serious
question of preventing child abuses and for securing a better future for them. However,
I also think about countless other helpless children from the Indian subcontinent
or the SAARC neighborhood nations such as Afghanistan, Pakistan, Nepal, Bhutan, Bangladesh, Maldives
and Sri Lanka; and adjoining SE Asian ASEAN nations such as Myanmar, Thailand, Cambodia,
Vietnam, Laos, Malaysia and Indonesia. While I extend my prayers and best wishes
for his continual success in working towards improving the life of millions of kids
in India; I also humbly beg Mr. Satyarthi to extend some of his service and/or training,
guidance and consultancies to dedicated individuals, governments, non-
Mr Satyarthi’s support and attention could change a lot for underprivileged children in the SAARC and ASEAN neighborhood.
